There could be a few reasons for this, first the power steering fluid level is low, second the power steering system has air in the fluid. Thirdly its possible that if the noise is coming from the steering column that one of the bearings in the steering column has dried up.

have a shop or autoparts store employee  inspect the belt and its tension and also check the level of steering fluid....free inspection

get a friend to spin the wheels lock to lock...see roughly where its comming from and spray with wd40...most likelyits just a dry rubber bush.
