My 3 year old Chihuahua female refuses to pee outside when the weather is inclement. ?

She will hold it until she has to let go, usually in the house. What can I do with her?

you could put a puppy pad down and make her go on that.  My chi's are like that too.  I just pick them up and take them to a spot outside and they pee real fast and then run back into the house.  you could train her to go in a litter box.  Ive heard of people doing that and it seems to work well.

there are pee pades you can buy ......... it is up to you if you want to train her to go on that .....  pee pades go in the house if your wondering
