My 96 plymouth breeze has a rattling sound like something isn't connect. what is it

It would depend on where the rattle is coming from, whether it does it over bumps or all the time and if once the rattle started have you noticed that the car does not steer or drive properly.

There are many components that can make a rattle sound:

Disc Brake Pads

Shocks

Engine Drive Belt

...etc

I guess to start does it do it when parked or not moving at all?

ohh easy just garfunkle the quekt but calculate the wind speed and make sure u test the combustion system. simple

Your car is freekin 12 years old.  That's why it rattles.
