My Best friend is turning 21. Any ideas to make this special?

I know the whole drinking thing thats obvious any idea of anything to do not involving alcohol. if not all ideas are welcome. thank you

A trip to Starbucks for a caramel frappuccino!!!!  And BTW on my 21st Birthday, I didn't have alcohol, either (I'm not a prude, either and I had the perfect opportunity to believe me) and I'm glad there is ONE other person in this world whom wants to do something OTHER than drink on their 21st birthday!  I respect you for that!

Send 21 balloons to work, have 21 people sign a birthday card.  Take her to lunch at her favorite restaurant.  Manicure / pedicure.

something that they would absolutly love is if you would write up 21 reasons why they are special to you, &/or 21 of the best memories that you have shared together and frame it for them.
