  1. If you want your budgie to a buddy, you have to work with him every day.  But even so, you may not play the pivotal role that you did when he was younger.  Bought from a pet shop, birds are pretty friendly when they are little, because they don't know any better.  As they age, they become more independent.

Don't force yourself on your bird.  You will just frighten him, and that's one of the reasons they bite.  Take it easy, and spend lots of time.  He might grow to tolerate you.

You didn't say whether your guy was a single bird.  If not, his birdy roommate will play a much bigger role in his life than you.  That's life.

Don't feel bad if he doesn't want to sit on your finger any more.  That's just the maturing process.

  2. Maybe you should just put his cage in a room open the door of the cage and let him come out by himself and then hopefully he will get curious and come to you eventually

Maybe your forcing yourself on him to much and that's why he's scared
