My Bluetooth device will send items to my phone but can not receive them?

Question

When I go to send a file from my phone to my laptop it comes up with 'Bluetooth connection failed', however when sending a file from my laptop to my phone it has no problem whatsoever.

I have removed my device and added it again and still nothing has changed. I have never had this problem before,

help :/ ?
