My Brother got caught smoking weed and admited to anti depressent

he cant talk to any friends he sits in his room all day he has an open door policy his door can never shut he gets a few hours of tv a day nothing else he told me he is going crazy is this fair

 You should immediately stop him no matter what it takes you to stop him but you should think out. You can consult the issue with your parents they can help you in finding possible ways out. As they are the one who brought you up and know how to treat with you guys. But it is only you who need to step ahead and stop him. And you need to be very polite and gentle with him. Show him you care about him for which you are forcing him to be like a normal human. 

And no way anti depression should be allowed thou i know here that it is never easy to quite such things that easy but still he has to be strong from inside and you need to motivate him. You are the only one who can be with him, So it is in your duties to bring back your brother. 

You need to educate him that this open door policy never works he will only spoil himself in doing such things. 

And it is very good of your parents that they followed strictly after your brother is being caught.
