Question:

My Ca HOA has not painted, except for some trim, and pavement is cracking, with 300k in reserve, what do I do?

The buildings clearly have not been painted in the last ten years, the asphalt in the parking area is in need of paveing and the concrete walkways throughout seem to be cracking in some places. With the money in funds to fix these things is there a civil code that this is breaking?

Does your HOA agreement spell out maintenance criteria?  If there is decay in wood trim pieces or damaged flashing that is allowing water to get into the walls and ceilings then that would probably violate your HOA agreement.  That's the first place to start looking.  If the cracks in the sidewalk and parking area are a tripping hazard because sections are lifting up then that might be a city code safety violation.  If the paint is peeling a lot or exterior trim pieces are not attached well and hanging out then it may violate a city code.  You should be able to check your city code online or call the city code inspector and ask them about it.
