Cecil & Rosa are very romantically involved, they're two of the main characters of the game itself.  There's also the less well known story of Edward & Anna- a more tragic romance, and a lot shorter since Anna's not a playable character.

Well I know the game ends with Cecil and Rosa getting married, or at least the original SNES game did. If it follows the same storyline, and it seems to be, there is some romance in the game. There is nowhere near as much romance in this Final Fantasy as there was in Final Fantasy VIII for the PS1 though.
