My Dream Video, please help!

Ive had this dream and wish to make a video of my family, its already planned out in my head. I want to put video clips with music dubbed over it, some still pics and some parts where the music gets quiet and a part of the video is played louder. I have no clue how, I also want to use effects on the still clips, can I use effects with the moving clips? Using Windows Movie Maker? that's all I have. I dont know how to get moving clips on my computer from VHS though. I'd really appreciate some help with it. Ive been wanting to do this for years. My family is torn apart and I need something great and emotional to send them.

Ha ha, I wish you were on a MAC. I usually hate MACS but I had to make a film this year. You can use effects on still clips and moving. Either get a converter for VHS videos, or if you can (Not sure) Right click, open with, and see if you can open stuff. If your friend has a MAC IM me and I can help you with a mac.
