Yes, when i was 12 my foot size was 13, and now i'm 16 and my foot size is a 15, it all depends on the person.

of course-a lot of boys have reached their adult footsize by the time they are 13-my brother had reached his full height and footsize by that age. some kids grow quickly, some slowly-either one is normal.
