  1. if you have no voltage across the fuse you have a blown fuse.  did you check the fuse with the key on and the headlamps turned ON?

on many hondas you have a left side and right side headlight relay.  check in your underhood fuse and relay box on the right rear of the engine compartment.  the relays are marked on the inside of the cover or on the cover. switch the left and right relays and see if the problem changes sides.  if it does the relay for the side that doesn't work is bad.

if the highbeam works and the low beam does not the relay is good.  the problem would be with the ground wire for the low beam or the bulb.

swap the headlight bulbs left to right and see if the problem changes side.  if so you have a burnt out bulb.  some of the bulbs are burnt out but 'look good'

if the bulbs and the fuse is good then the problem is with the ground for the headlight on that side. the ground is usually a black wire that goes to the inside of the front fender.  on that year accord the ground is behind the black air filter housing near the top of the inner fender.  if the ground is loose or corroded the light for that side wont work

    hope that helps

  2. Check the wires or ask a mechanic to help out . it may cost a little

  3. Sounds like a short in the wiring or maybe a blown relay. Don't rule out a fuse either. No voltage likely means a blown fuse.  I would have a professional mechanic check for a short - generally headlights share a fuse, so the fact that it is only the passenger side sounds like a short. They kinda suck to fix cuz running new wiring can be a chore due to the spaces they run wiring in nowadays.

The only other thing you might want to look for yourself is a blown fuse (I know you said you get no voltage but some cars have multiple fuses.) Likely you have another fusebox under the hood - check in there.  I drive an Acura TL, and my radio stopped working one day. I checked the radio fuse, and the accessory fuse and both were fine. Turns out in the 2nd fusebox under the hood I had blown one. It was labeled (interior lights) so I never even thought about it affecting the radio, but it was blown sure enough.  Check your owners manual to see if you have another fuse box somewhere.

Also Acura products (Acura and Honda are the same company) tend to have a separate relay for both the right and the left side. In theory the fuse should have blown first, but sometimes the fuse passes the voltage and you kick a relay. Have those checked too.

I wouldn't rule out a blown bulb either. Sometimes it is just a hairline crack in the filament and the bulb looks just fine. Swap the bulb from the other side to test it. I wouldnt want you to be replacing relays and wiring only to find out it was just a dead bulb.

Gave you a few suggestions hopefully one of them is the problem. Good luck!
