I need some serious help! My internet speed has decreased drastically as of about 3 weeks ago, and I can't find out why. The pages are loading slightly faster than dial-up. And sometimes I get the error "Can't display the webpage", an then I'll refresh a couple times then finally it will go through. It's very important that I have a fast connection so I need some help ASAP. I've already cleared my temp. internet files, cookies, and cleared my cache. I've done a sacan of my whole computer with no viruses found. I've done a search for spyware and came up with several infected files which I removed. Also defragmented which didn't help at all. I've deleted all unnecessary programs, but to no avail. Nothing works!! Could it possibly be an issue with my ISP ? I've got a no-name ISP that contracts exclusively with the apartment complex that I live in. I'm wondering if that could be it. Hopefully you can help me. I want to completely wipe out and reformat but I can't afford to go and buy a new Windows for my comp. right now. Please help!
