My N.Y. state permit is suspended can I apply for a drivers lic in Puerto Rico?

I currently have my non drivers id, because my permit was suspended and also expired. I'm moving to Puerto Rico soon and i have no money to pay the fines. Can i get a new drivers license in P.R.

  1. You will have to start from the beginning.  Apply and take the written exam.  Wait certain amount of time (not sure how long is the requirement) and then apply and take the road exam.  

    For the application in addition to the fees ($$) you will need your birth certificate and a Medical Form signed by a doctor.  This form will be given to you with the application form.  Lots of doctors in PR will be happy to sign the form for a fee ($$).

    Not sure about it but they might ask you if you ever had a license in Puerto Rico and/or in any other US States.
