My Phone suddenly isen'r working, what do I do?

I turn on the phone, and it doesn't have a dial tone. Actually, it just has some sort of echoe from my T.V and if someone calls me (I told my friend on the computer to call me,) it won't ring. whats wrong and what can i do to fix it? We just got these phones a couple weeks ago.

check and see if there is any other phones in ur house that are off the hook
