  1. Looks like parasites (probably aphids).

    Get some Rose Dust at nursery or garden department at Walmart.


  2. Maybe a female leaf cutting bee, they resemble a honey bee.They line their nests with the cuttings as a food source for their young.Theres not much you can do cept net your rose bush...so focus instead on the charming industry of the mother bee. This will pass without any major damage to your bush...hope this helps
