He hardly moves and stays in one spot

  1. This is not normal. They are normally active.

    1. is he being kept at the right temperature?

    2. does he have a warm basking spot?

    3. is his diet right?

    4. is he getting enough calcium?

    5. is he getting enough UV light so he can absorb calcium?

    6. is he in a new environment?

    7. is he provided with a safe place to hide?

  3. It is either too weak ( and you'll need to hand feed it and hand care) or it's overeaten (give it a better diet)

  4. There is not enough info here to answer this intelligently. The habitat can be too small, too hot, too cold, too wet, too bright, etc.

    The diet may be to wet, too much lettuce, too little fiber, too much food, the wrong kind of food, etc.

    The tortoise may be ill, or have been ill from when you got it. Wild-caught turtles are heavily infested with parasites that might be causing problems.
