My Salamence wont learn Draco Meteor!?

I've tried everything. Ive done the move tutor like everyone sais you should but draco meteor isnt on the list! dont say it doesny have max happiness BECAUSE IT DOES!

I reckon you should actually go for all of the moves that  guest 3292 said ,but maybe switch dragon claw for draco meteor. ohh, and this is a tip for your problem. Go to celestic town keep going to the right(down route 210) until you have got to the ninja guy then go across the bridge to the north, then turn right and go across that bridge, go past the ace trainer and stand at the top right hand corner of the steps, turn right and use rock climb, and use that again on the opposite wall. now you battle a dragon tamer. After the battle is finished (and you have won, if not you have to do the whole thing again) go north and you will see a house, go inside and talk to the old lady. she will either say (lets just say the pokemon you want to learn it is salamance) "Should I teach Draco Meteor to Salamance?"(or if you are unlucky she will say) "Sorry to dissapoint you, your pokemon you have can learn this move but it hasn`t come to trust you fully yet. Until then I can`t make it learn this move."
