My Volkswagen Golf rev counter keeps Jumping up & down..Is that normal?

I've got a Volkswagen Golf 2001 (mk 4)

Milleage 78,000

Everytime the car is stationary the rev counter keeps jumping up & down but It does not go over 1000rpm. Is that normal?

My mate use to have a Audi a3 and he use to have the same problem. he says that the common fault with VW.

Anyone else experiencing the same problem?

Or anyone knows what the problem may be. I took it to a garage but they said thats normal as long as it stays within the 1000rpm

 for me, turned out to be an ignition coil failure
