My air condtioning unit in my apartment look old and run down , it makes loud "clanking" sounds that are..?

coming out from the blower and it also does not cool well. I have called my apartment rental office to get this fixed and to have it checked but they never fix it and after my 5th attempt i am fed up. I am concerned about a fire since it look so run down and raggy. Is there some one i can contact to complain other that my apartment complexes management. i live in maryland and i am very scared that something may go wrong while i am not here and my animals will be stuck inside. Any suggestion about how i should go about stating a complaint to some one and how should i go about this. thanks for your help

You can get an electrician to check out the unit, and if it is faulty, you can present the information (and the electrician's bill) to the landlord to back up your claim.  If there is not anything dangerous about it, you can't claim back the expense from your landlord, but you will have peace of mind about your own safety and the safety of your animals.

Alternately you can buy a new air conditioner. They are really not all that expensive especially now at the end of summer, you can get some good sales.  Keep the old one so when you move out of that unit, you can take  your new one and replace the old one.
