My apartment complex (which has 8 buildings) has bugs in the laundry room. Do I complain to the maintenance?

I would try maintenance first.

Maintenance first, and then give them about a week to get the exterminators out there.  If that doesn't work, then contact the management company.  And try to do it in writing if you can.
