You do not need a passport to travel to T.J. by land...you need a birth certificate and photo I.D., and the baby needs his birth certificate.  If both parents are not going with the baby, you must have a letter of permission from the other parent, signed and notarized.   See site below and read section on minors under Entry Requirements.
