They should try and hang out in places he can't go with them but unfortunately little brother's have a habit of wanting to be annoying (mainly out of jealousy and curiosity).

If your friend can manage to not let the little creep get to her even when he is making trouble then that would be great but I understand that this is easier said than done.

Sooner or later (hopefully) he will have his fill of being a pest and go off to do 'little brother' type things.

The old piece of advice "Ignore them and they'll get bored" isn't always quite true but giving them attention certainly does encourage them!!

Tell his parents...whats the big deal.  He is the big brother. He should handle it like a big brother should.
