My bike can only go up to 10 000RPM?

Hai im a beginner and currently is riding CB 400 Vtec spec 1....when i 1st bought the bike i already sensed the problem where my bike's 2nd gear can only reach 10k-11k RPM....my 2nd gear can only go up to 80km/j and i really think that is not up to standart for 400cc bike. Am I right? What do guys think the problems are?

if you install a second tachometer to it you can double your red-line to 20,000 rpm,then you'll hit 80 kph in FIRST gear.....hold on !!!!

well what the redline? i've got an old sp370 and it only goes up to like 8k rpm and i've got a cbr600 that goes to 13k rpm
