My bike handle bars are rusted on I need to take them of to replace folks, any ideas?

get a penetrating rust remover from your local hardware store or automotive shop, and let it soak in. that should get things loose enough. if not, you've caused too much abuse, and are undeserving of your bicycle! keep your bike clean to avoid this problem in the future..

If your stem is a pinch bolt type, try having someone pry it open with a large s***w driver or other lever, while you work it out of the stem. That should work.

i have this silicone spray stuff taht does the trick for that kinda stuff. try ur hardware store and ask about it there
