  1. look at your bike.  I can't see it from here.

  2. Well, have you ever had the bike serviced?  Have you lubed the shifters and cables?  If not, you need to take it to a bike shop and have it worked on.  Costs vary tremendously based on where you live, so call a few bikes stores in your area and ask what a major tune-up will run.  Or, get a book on how to do basic bike maintenance, a can of bike lube, and spend $20.

  3. Has the bike been sitting outside?

More than likely you need to have the drive train of your bike serviced,

    About $40-$60 at most shops.

    Clean and lube both derailleurs

Clean and lube chain (may need replaced)

Replace brake and shift cables and housing,

    Service the shifters (if needed)

Depending on the shifters, some times the old grease in the shifters(SHIMANO) gets all gummy and prevents the shifter from working properly. Seeing this a lot lately as more and more bike are coming in for service.
