Does your car have a CVT transmission? That is how they work.

does it do that when the ac is on or at all times because i have noticed the same thing but only if my ac is on the rev stays mostly constant for some reason

If its auto or SMG gear box im guessing its ****** I hear the SMG gear box has problems usually. Other than that it seems weird i have never heard of a car do that maybe the opposite it revs but doesn't increase speed, that would be the clutch slipping.
