  1. You haven't been very specific so it's hard to tell what disease it is. I think if you want to find out what disease it is and how to treat it you should cut a sample of a leaf and a flower with the disease on it and go to your local gardening shop or somewhere like Bunnings Warehouse, etc. Make sure you know a bit of the history of the plant and details like how much fertiliser you use and how much you water it etc. They will probably be able to tell you what disease is it and what remedy or product you should use. If you are worried about the price ask if there are household items you can use to treat your plant or what you can do to fix it. It may not be a disease either so you really should show it to an experienced person.

  2. Here is a site I found which outlines common diseases and pests which affect bouganvilleas...

The other option as stated previously- is to take a leaf and a flower to your local nursery and ask for their professional advice. Personally I wouldn't bother with a place like Bunnings - they have friendly staff but I have never found them particularly knowledgeable. I would go to a small nursery where you get more personal service (that my honest opinion).
