  1. There's some great information here: http://www.asha.org/public/speech/develo...

If you are in the U.S., find a therapist here:

http://www.asha.org/findpro/  If you are elsewhere, I'm sure other countries have similar websites.

    Sorry - I don't e-mail people I don't know.

  2. At the age of 4, he can be evaluatated by your local school district for free.  If his delay is severe enough, he can get an IEP and speech therapy services.  If you don't want to go the school route, he can get evaluated by a Children's Hospital and they generally have speech therapists that can service him for a reduced cost over private speech therapy (usually).  Children's can refer you to reputable therapists also.  Whatever you decide to do, he needs an eval done before therapy can begin.

  3. Flash cards are not your only solution.

If the child is speaking at a level that demonstrates more than a 50% delay, the problem might not simply be his EXPRESSIVE language.

You have to also look at his RECEPTIVE language, which basically is what you understand (concepts, following directions, etc.). A delay in language comprehension usually also affects how many words the child uses.

If he's not producing words properly, then the issues will also lie under articulation/phonological disorders.

You might also want to check his hearing. Take him to an audiologist who will conduct an audiological evaluation. If the child has a history of ear infections, he could could have fluid in his ear, which will then hinder his ability to produce words.

If he can't hear the words, then he won't produce them!

If you live in the states, your child might fall under a federal program that is free. He can attend a preschool where he can receive speech therapy as well as special instruction.
