My brother's laptop has trouble opening certain sites.?

Question

A number of sites, that were tried when the laptop wasn't working properly, were since sort of blocked. I can't get into those sites anymore on whatever browser. Namely, Hi5 and Google (including Gmail). I've tried resetting their cookies and it didn't work. What can I do?
