  1. This is very tough.

There may be other state agencies that can help if his income is rock bottom.

    Also check out Medicade.

He should try to call Medicare and ask for a case manager. This person can take a special interest in your brother's situation and offer the most help.

If you or another family member can help him or walk him through this, it would be for the best.

I swear, those forms after forms are so complicated that I don't know anyone can keep track of it all.

Get him a notebook with paper and pockets for mailed items.

Have him write the date at the top of each page he uses and write the time called, the name or number of the person he spoke with and what they said.

    Good luck and best wishes.

  2. Actually there are both federal and state programs available for low income individuals. Your income does not necessarily have to be as low as most people think. For the eligibility requirements for the federal LIS (low income subsidy) are available on the website listed below under special programs. There is a link at the bottom of the page that will pull up a chart and you can determine your level of eligibility from there. The application form is also available here. If you need further assistance you can call the Medicare helpline listed on the site.

  3. County hospital has programs for people with no insurance.
