    Who needs a work permit?

    As a general rule, everyone who wishes to work in Norway must have a work permit. Work includes all types of job or commercial activity, paid or unpaid.

If she is in Norway as his family dependent, she most likely holds a Schengen visitor's visa, which does not entitle her to work.  If she has the necessary training (3 years of vocational or specialised schooling), she could apply for a Norwegian work permit as a specialist.  If she found an interested employer, they may be able to help her apply for the work permit.
