My brother put my car in his name then left state and ripped off my tags, now i cant find my title what to do?

i don't have a licensce, so my brother was "being nice" and put my vehicles in his name so i could get insurance and registration on my vehices and then he leaves state, takes off both of my licensce plates, and takes them with him, and now i can't find the title to my one vehicle, and that fat thing won't apply for a lost one for me.....i need to know if there is anyway to get that title without him here....PLEASE HELP ME!!!!!!!!

I don't blame him. You stated the cars were in his name. This makes him responsible if you would drive it/them and have an accident. You cannot change the title to your name from his, without him signing it.

You have the car.  That's the important thing.  When you get a drivers license, go to Motor Vehicles and tell them what happened and what you want to do.  THey see this 100 times a day.  They will help you.  They make money by issuing tags.
