My bubble head goldfish has two tumor like bumps on the right side of her body. what should i do?

I know a lady who has goldfish and koi in an outdoor pond and I noticed that some of her goldfish had large white growths on them.  She said they did not seem to be hurting the fish and were apparently not contagious.  I talked to some of the local fish stores and they thought it was extra skin tissue or fat tumors.  They said that surgical removal is possible but might result in infections.  It's been 3 months and the lady says her fish have not gotten worse but are doing fine.  Good luck with your fish.  Hope this helps!

He might have dropsy or just a birth defect I would get a goldfish care book.
