My budgie's cere is red?

My girl budgie's cere* looks like it is swollen. I went to look at it, and its red, purple, a little white, and it kinda looks a little bit lifted at the bottom. its scratched, I think, but its not bleeding.

What is going on?

*cere, I read online and it said it was the top of the beak that kinda looks like a nose. Is that right?

if there is another bird in the cage, it could be just that they were rough-housing and they were pecking at each other. that happens sometimes with my three parakeets. if there isn't another bird, then i would ask, how old is it? the color might still just be developing. my female budgie had a crusty brown nose, but its smoothing over now. I think your bird is probably just going through a phase. if you really wanna know, you should call a well known pet store, like petsmart or petco, cuz vets work there.
