  1. budgies can be nervous and scared of anything they dont trust, he might not trust you but u can tame him and that will change, he will realize that your arnt going to hurt him, it will make him much more comfortable  check out http://www.parrotcentral.net/how_to_tame... for good tips on how to train your bird   goodluck

  2. If you can get him to sit on your shoulder, you might try reading aloud to him. That worked well for my budgie. If he's still too nervous for that, the main thing is to spend at least a little time with him out of the cage every day, let him sit on your hand or arm but don't try to pet him at this stage. If he tries to fly away, patiently pick him up and return him to your arm. Eventually he'll give up flying, and you can sit and talk to him for a while. My parakeet discovered the shoulder for himself shortly after that.

  3. Maybe something happened to spook him sometime ago.

Try to bond with your bird. Hand-feed him some treats (pieces of apple, carrot, or spray millet are nice) by holding out a small pile of food near him. Or pinch some seed between your pointer finger and thumb and try to feed him that way.

Talk to him, play with him. If he runs away try to give him some space and try again later.

    Good luck! :)

  4. yes, he still may not trust you. talk to him lots when your in the same room, take him out and offer him treats. no sudden movements. it may take from a few days, to a few months. how old is your bird?
