My budgie has black and white spots on his skin is he sick?

He is just three months old and he is looseing alot of feathers his skin is red and it looks like there is black and white spots on his skin too.

yes,I believe you do have a sick bird ,the quicker you take it to a vet the better,don't wait or else you will loose him.always keep the mite and lice deternts near your bird cage,I won't put mine in because I think it smells too strong but it is  ft away from it,especially this time of the year.good luck sweetie

He has bugs, take him to a vet and get some mite and tick spy for birds.
