My budgie is scared of everything?

me and my girlfriend recently bought 2 budgies mine born on the 1st of june hers on the 3rd the have both been kept together since birth and had the same stuff happen to them my girlfriends one runs about and climbs the cage but my one will jst run to the corner and stay there all day can you tell me how to stop it being scared

my budgie will not go on my finger he justs flys about the cage i have tried everything plz help  hes been on his own since i got him in may 2010
