My business partner in Dubai has stopped paying me. What do I do?

I have a small business. I have a distributor in Dubai. He pays me peanuts - but for the last 8 months, he has stopped paying me completely. Does any one know how I can get some legal action in Dubai.What kind of law is there? Can I contact the local police.. lawyer?? Any suggestions are welcome.
