My cable box isnt working?!!?

the lights went out this morning and when it finally did come back several hours later my cable box (time warner cable) isnt working, it wont turn on! but we have other tvs in the house and those dont have cable and they work fine. its just the cable box wont turn on and when i turn the tv it just fuzz! whats wrong with it? what do i do to make it work? please please please help!!

the box is locked up.  unplug it and then plug it back in after 5 minutes.  it happens all the time when power goes out.
