  1. Cynthia;

    If you have Collision & Comprehensive coverage on your vehicle, your Insurance company is obligated to pay for repairs and PAINT in the event of a loss. I have never seen an exclusion for paint. Although, the Insurance company May depreciate for paint if the finish is in poor condition. If it is in good condition, there are obligated to pay. May be an exclusion for Custom Paint, such as specially mixed Pearls, Metal flake, Etc,

  2. Not sure which 'thingy' you're talking about but it could be a depreciation clause, meaning that if something were to happen to the paint on the car your insurer could 'depreciate' the value of the finish per it's condition, i.e, deducting 50% from the repaint costs in the event of a loss if your vehicle finish is dull, chipped or very worn.
