My car makes noise similar to waht a bird makes?

It makes this noise constantly.

Also, if I park the car, put it in nuetral and rev the engine the sound kicks in around 3k rpm.

What could the problem be?

I have a Hyundai Tiburon 03

years ago Exxon advertised their gas as putting a tiger in your tank , maybe with inflation , maybe they have replaced the tiger with a bird.

Leaky exhaust system.

belt squeel or a bearing in a pully the belt runs on.

try putting some talcume powder on the belt.
