My cat had kittens, how old do they have to be before I can give them new homes? and also ?

one of the kittens behind has brown stuff around it(not p**p) and it's tail by its butt is bare and has no hair...what does that mean?

They should be wheened by 5-6 weeks old. You can safely give them a home at 6 weeks. There is no "state law" about giving animals homes..haha, good try though on the answer above. Anyways, the brown stuff is probably dried p**p, or it could just be a rash or rough area. The mother has to l**k the bottom to stimulate the kitten to p**p. When they are young like this the hair isn't fully grown. Don't worry....although if it starts to bleed or chap, try Neosporen, or simply take him to the vet. Good Luck!!!

Kittens need to be at least 8 weeks old before leaving their mom. After weaning, mom cats teach the kittens survival and social skills they need their whole lives. As far as the brown stuff, your vet is the only one who can tell you for sure what it is and how to cure. I wouldn't wait long before taking him to be examined.

8 weeks at the earliest though 12weeks is best.  Despite what Mount Ke says many states do indeed have laws in place that prohibit selling or giving away kittens and puppies prior to 8 weeks of age.   As far as what is wrong with the kitten no one can diagnose it online you need to take it to the vet

I don't understand the brown stuff question.  You may want to get the kitten checked out by the vet.  I'd need an actual picture to see what it is.
