My cat meows a lot because she's always begging to go outside and something's wrong with her voice.

Recently. as of a few days ago when my cat meows it comes out extremely raspy, like an old man with a raspy voice. Before then her voice was crystal clear and perfect and nothing was wrong. Does anybody know what could be wrong?

You need to call a vet and inform them that her voice has suddenly bcome "like an old man with a raspy voice", where before it was clear.

Any change, like this, from a cat's normal behavior means you need to check with a vet to rule out any health problem - it ISN''T normal for your cat to suddenly sound so raspy - please DO let the vet know her symptom - hopefully, it won't be serious, but this is a symptom that I definitely would NOT ignore.

Please do contact the vet - and I hope that she will be o.k.

Hahah your cat could not be getting enough water but I have a freind whos cat meows like that and its completely normal. Apparently thats just how it is and thats probably the case.

You didn't mention how old your female cat is.  If she is young and you have not spayed her, more than likely she is in heat.  

If you do not want kittens, I'd suggest taking her to the vet soon and getting her fixed.
