Go to walmart and in the pet section they have products for pet urine and stains. It contains an enzyme that "eats" the urine and odor.

Vinegar will get rid of the smell because it gets rid of the ammonia. I would call  your locale SPCA and I am sure they would have other hints to help you out. Baking Soda will help  after you get the urine out of the carpet too. we always used Vinegar when we did cat rescues there is also a poduct called Odo Ban that they sell at Pet Smart and Sam's  Club that works well. I would try the white vinegar first though as it will probably work and its cheap. best of luck to you .
