My cat sticks his tongue in and out when i pet his back?

what is this like a tickelish spot? its so cute lol like he's sticking his tongue at me over and over again, but only when i bet the middle of his back or scratch it

my dog also does it when i scratch behind his ears or the top of his head  maybe it does mean that he likes that spot being tickled/scratched/pet
