My cd-rom doesnt read the cd..?

Question

I have C,D,E drives already and F drive for the cd, it used to show F drive earlier, but now it doesnt show the drive with or without the cd in it..

whats the problem???

The cd drive was replaced with a new cd drive it still does not read when I tried the run test it says cd drive is turned off how do I turn it back on so that it can read
