I don't know what type of boat you have,but any board that I have ever been involved with has had 1 pivot pin then a pin to keep the board in the up position...a board can not pivot on two pins...so i'd pull the second and see what happens

Possible, but so are a lot of other things too. Is the centre board wooden? It may have swelled in the housing by soaking up water. Wood does that.
