The blower will come on for 10 minutes, go off again for about 4 minutes then come on and start blowing again.

  1. Your house probably isn't insulated very well.

  2. One possibility is that the thermostat is located too close to one of the AC vents. The thermostat cools off faster than the house and shuts down the AC. Once the AC shuts down the thermostat warms up and kicks the AC back on. The cycle then repeats itself.

Misplaced thermostats are rare. What you are describing is a classic sign of a poorly insulated  building or too many windows.  Your AC is doing a good job because it only takes about 10 minutes to cool down the house. However, it only takes about 4 minutes for the house to warm back up.

Try keeping your drapes and shades closed on whatever side of the house the sun  is on.

  4. that means that the controller for the air conditioner is set to too small of a range.

for example it turns on at 76 degrees and turns off at 75 degrees.

on a properly set air conditioner it should be set to turn on at 78 and turn off at 74, or some range like that
