My certificate of citizenship stolen: is it possible to get a passport without it?

I was a Korean citizen until February where I got my certificate of citizenship. By virtue of my father becoming a citizen sometime in the year 2000, it allowed me to automatically be a citizen. I didn't bother to get my certificate until this February, and because it takes about 3-4 months for the Korean embassy to essentially take me out of their list of citizens, I didn't bother getting a passport until after that process was done with.

The process was finished just last week, and coincidentally, my bag which carried my certificate of citizenship as i was headed to the post office that day was stolen as well.

Basically, what I'm trying to say is that i have no passport and no certificate of citizenship. I'm planning on getting work in japan starting jan. 2009, and obviously, getting a passport is absolutely essential, and getting another certificate of citizenship apparently takes about a year.

Is there anyway at all to get a passport without a certificate of citizenship?
